What is it?

These two graphics are a simple illustration and definition of verification and identification; two terms that have led to much confusion in the biometrics industry.

They clarify basic biometric recognition operation and explore different use cases for verification and identification to aid understanding. It demonstrates in a clear way how surveillance is one of many use cases and that it is important to differentiate use cases when looking at policy or regulation for biometrics.

Our experts and members have undertaken a rigorous consultation and process to review, finalise and test the content with input from diverse stakeholders and members such as from government, international organisations, academics, regulators and suppliers.

The explanation forms part of our campaign to drive for a common approach to biometrics.

How do members benefit?

Using common terminology is at the very heart of addressing the challenges our community is facing. Members will be able to point to these graphics to address any confusion around the use of the terms verification and identification for biometrics, and to illustrate specific use cases. This may be particularly useful for briefing clients or partners who are new to biometrics.

The Institute will raise awareness about these tools to ensure decision-makers and regulators understand the importance of differentiating use cases of biometrics for which they are writing policy, regulation and legislation.

We encourage you to share the graphics in any presentations you deliver or on your own website.

What is it?

Our Privacy Guidelines are the first comprehensive and universal privacy guidelines for biometrics. They outline key privacy issues that need addressing when introducing biometrics.

The guidelines are updated every two years by our Privacy Expert Group with input from many different sectors. They include 18 principles including proportionality, informed consent, protection of biometrics data and purpose and sharing of biometric data.

How do members benefit?

The guidelines provide a good introduction to the topic of biometrics and privacy, bringing members up to date on the key issues that need addressing when introducing biometrics.

Who updates it?

The Institute’s Privacy and Policy Expert Group (PEG) update the guidelines every two years to keep them current.

Our Privacy Guidelines are the first comprehensive and universal privacy guidelines for biometrics. They outline key privacy issues that need addressing when introducing biometrics.

Updated in 2023, the guidelines now include:

  • 18 principles ranging from respecting an individual’s privacy across all applications to public safety incorporating privacy principles
  • A methodology to make planning, implementing and managing biometrics straightforward, regardless of your knowledge
  • Insights into any new challenges and developments affecting biometrics
  • Newly added definitions and scenario examples to help members test themselves against each of the guideline principles

We update our Privacy Guidelines every two years to make sure they reflect global changes in technology or legislation which impacts privacy. They are the result of extensive monitoring and consultation by our Privacy and Policy Expert Group, which comprises a broad spectrum of privacy specialists from around the globe.

What is it?

The Biometrics Essentials learning tool is an online course that provides an educational overview based on the ethics and good practices you should consider when implementing a biometric system.

The course is designed for individuals working in public and private sector in fields such as government, border management, digital identity, financial services, security, technology, and law enforcement, as well as those who are interested in pursuing a career in biometrics. It covers a wide range of topics, types of biometric modalities and differing perspectives on biometric technologies used in biometric systems.

The course takes approximately 60 minutes to complete.

How do members benefit?

The learner will gain insight into the complex decision-making processes involved in implementing biometrics, as well as understanding the impact these decisions can have on biometric users. The course is based on the Institute’s Good Practice Framework, which is a risk and decision-making management tool.

The online format provides participants the flexibility to learn at their own pace and on their own schedule. It takes the learner through a real-world experience with differing perspectives on the types of biometric technologies, explores biometrics systems on offer, their strengths, and weaknesses.

On completion, learners will receive a certificate to add to their personal profile or to share with others.

Who updates it?

The Institute’s expert groups will review the learning tool content regularly.

How to access it?

For a limited period, the learning tool is available to members and non-members free of charge and can be accessed here.

Whenever a digital identity is used to perform an action like requesting information or executing a transaction, it is important to check that the correct person is using that identity. Many techniques are used to perform these checks including the use of biometric technology.

The paper outlines the key considerations when introducing biometrics for digital identity authentication. These include focusing on business benefits, assessing the impact on other authentication mechanisms, differentiating between biometric and non-biometric mechanisms, and using biometrics to minimise uncommon negative events. It also highlights the importance of making ethical and responsible decisions in biometric authentication applications and provides references to the Biometrics Institute’s Good Practice Framework for guidance. And it covers the reuse of digital identities provided by another party and on-device biometrics to support self-sovereignty of identity and digital wallet usage.

The Biometrics Institute Good Practice Framework is a first-of-its-kind good practice tool that outlines the stages of the strategic planning, procurement and operation of a biometric system or network. Its primary function is to provide a structured pathway through the factors that may influence or constrain a biometric application.

Multi-purpose in its application, it can assist someone with even a limited knowledge of biometrics in procuring, upgrading or expanding a system, providing an overview of what they need to consider.

It can also be used for gap analysis where a system already exists to highlight areas where something might have been missed.

The framework, first developed in 2019, is a series of signposts to guide you in formulating strategies and making ethical and responsible decisions.

Our updated Privacy Awareness Checklist (PAC) is designed to be a simple and concise resource to raise awareness of privacy concerns whilst being universally useable. It encourages organisations to discuss their Personal Information processing, assess risks and threats, consider privacy awareness and training, and maintain a strong privacy and data protection environment.

The checklist was first published in 2013. As with all our guiding material, the Institute conducts regular reviews of its guiding material to ensure they stay relevant and that any global changes in technology or legislation are reflected. The checklist is the result of extensive consultation by the Institute’s Privacy and Policy Expert Group (PEG), who engaged with other groups and key stakeholders to ensure that it covers a broad range of issues for different countries, jurisdictions and sector.

The PAC references and is aligned to our Good Practice Framework and Privacy Guidelines.
