DESCRIPTION:  \nDATE\n3 April 2025 \nTIME\n08:00 BST (London) \n09:00 CEST (Brussels) \n15:00 SGT (Singapore) \n18:00 AEDT (Sydney)   \n20:00 NZDT (Wellington) \nLOCATION\nLive and on-demand \nDURATION\n90 minutes \nMEETING OUTLINE\n \nOn the Pulse Conversations are part of a series held online to deliver content to our members in a timely and concise format. \nThis On The Pulse Conversation takes a closer look at facial recognition (FR) in places the public accesses. On one hand there are retail environments\, clubs and stadiums where space owners might want to deploy private sector solutions; on the other\, there are policing / law enforcement use cases including the use of images from CCTV and the deployment of live facial recognition (LFR).\nIt’s important to differentiate these use cases as they present different risks and their mitigation. \nIn policing / law enforcement the two main uses cases we see are ‘retrospective/ post-event (criminal) investigations’ and ‘real-time (live) facial recognition’ (LFR). For retrospective investigations the same standards and processes should apply to facial recognition that apply to DNA (robust quality management procedures (ISO/IEC 17025:2017). This is important for public assurance. LFR worries the public\, the media badges it “AI”\, and it feels like a continuous police line-up. Police have always conducted live recognition of people (manual policing surveillance techniques) with officers in the street\, but the technology creates fear. LFR is only indicative / speculative and should only lead to the question: Should we stop this person? Reassurances about data deletion are important. Independent testing throughout the life-cycle of the systems critical. \nThere is also private sector usage of facial recognition e.g. in retail environments to protect staff or clubs and stadiums and this also influences public perception. Shouldn’t it match the same standards and policies as police and law enforcement use for their LFR usage as citizens will see the use cases in the same light? And what about citizens using their own facial recognition and feeding images to the police? It is clear that a consistent approach to the use of FR technology is critical\, and its application through well-constructed policy and process. \nThe Biometrics Institute brings together the various stakeholders from police\, law enforcement\, private sector\, the regulators and advocates and it provides guiding tools and frameworks to manage FR responsibly. This event will debate the issues and present some new Institute guidance to find solutions. \nThe conversation will be led by Biometrics Institute Expert Group members and guests including:  \n\n Roger Baldwin\, Advisory Council Member\, Biometrics Institute (moderator)\n Brett Feldon\, Head of Digital Identity Group\n David White\, Member\, Technology and Innovation Expert Group\n Martin George\, Member of Digital Identity Group\n Mick O’Connell\, Advisory Council Member\n Terry Aulich\, Head of Privacy Expert Group\n Terry Hartmann\, Member of Future Direction Group\n Jason Zhou\, National Solutions Manager\, Digital ID & Biometrics\, NEC Australia\n\nCALL FOR PRESENTING A VIEWPOINT (exclusive to Institute members):\nThere is also the opportunity for members to contribute to the event with a short three-minute viewpoint. This should be a perspective presenting pros and cons or solutions on the subject. \nIf you would like to present a key message\, please email isabelle@biometricsinstitute.org your request (by 24 March) outlining the viewpoint you would like to present. This should be a short paragraph of about 100 words or four bullet points. We will then review the submissions to ensure a balanced discussion representing different viewpoints. \nIf we receive multiple submissions\, we reserve the right to choose the ones we feel are most suitable for the session. \nREGISTRATION\nThis meeting is exclusive to members. Our online On the Pulse Conversations allow our members to connect globally and discuss important topics as and when the conversation is most needed. \n\nThe Institute’s Industry Survey 2024  found that multimodal biometrics are on the rise as our industry seeks enhanced security. Will artificial intelligence (AI) be a game changer for biometrics\, as a fraud enabler but also a fraud detector? And is DNA the next frontier? That is what we are asking in the State of Biometrics Report 2024 . This event will have a look at biometric technology and take stock where we are at the start of the new year and what we are hoping to see develop over the coming months. \nIs there a need for multimodal biometrics? \nOur Industry Survey also revealed that digital identity is fuelling the adoption of biometric technology but concerns over deepfakes prevail. Privacy and data protection remain on top of the agenda. How do we move forward in a responsible\, ethical and effective way? Is multimodal biometrics the answer or what else are we seeing? \nREGISTRATION\nThis meeting is exclusive to members. It will dive deeper into the principles of digital identities\, the use of biometrics in this context and  potential attack modes that organisations should prepare for.  \nFor the past 20 years\, the Biometrics Institute has provided guidance and education on biometrics helping its members to deliver on our mission of promoting the responsible\, ethical and effective use of biometrics. The Biometrics Institute Three Laws of Biometrics stresses that policy must come first\, followed by process and then technology – which should be guided by policy and process.  \nOur workshops provide a trusted platform to learn about new developments in biometrics and outline how we can advance security and good practice to identify and verify people.   \nIn May 2024 the Institute released a members-only paper on Mitigating Biometric Vulnerabilities in Digital Identity which is an executive briefing on critical things to consider when using biometrics in digital identity.   \nThis workshop will be an essential tool to understanding the latest developments\, the content of the paper and how to be better prepared.  \nThe session will provide deeper insights into three important guiding documents:   \n\n Mitigating Biometric Vulnerabilities in Digital Identity – Executive Briefing \n\n Digital Onboarding and Biometrics paper \n\n Digital Identity and Biometric Authentication paper \n\nIt will address issues such as:  \n\n Security before convenience: While powerful\, biometrics systems can nonetheless be attacked. The types of attack and their mitigation must be considered. \n\n Balance risks and outcomes: Protections may add cost and friction to customer experiences which need to be carefully balanced. \n\n Manage risks in context: If vulnerabilities are managed\, today’s biometric systems can make it much cheaper\, easier and safer to implement robust digital identity systems. \n\n Different attack points: These vary in accessibility to bad actors\, the resources needed for the attack\, scalability of attack volume\, and the types of mitigations required. \n\n Use available tools: The Biometrics Institute offers a range of material on vulnerabilities in biometric technologies. \n\n Allocate resources to manage risk: Proactive monitoring is essential to stay ahead of evolving security challenges. \n\n\nWORKSHOP PRESENTER \nMartin George is a member of the Biometrics Institute Digital Identity Group and has many years’ experience in the biometrics industry. He’s worked internationally in the technical and business development of voice\, face and iris biometrics\, across applications ranging from physical access control\, to defence force protection\, refugee management\, automated border control\, and smart phones. More recently Martin has been focusing on issues relating to digital identity policies\, frameworks\, programmes and where they intersect with biometrics technologies. \n \nWHO SHOULD ATTEND? \nEnd-users\, integrators\, application developers and others interested in digital identity \nREGISTRATION FEES \nMembers: GBP 350 (+ VAT@20%)\nNon-members: GBP 500 (+ VAT@20%) \nIMPORTANT DISCLAIMER NOTIFICATION \nThe Biometrics Institute provides training and course material as a tool to help you conduct due diligence. The Biometrics Institute’s Three Laws of Biometrics stresses that policy must come first\, followed by process and then technology – which should be guided by policy and process: Know your algorithm\, biometric system\, data quality and operating environment and mitigate vulnerabilities\, limitations and risks. \nThe session will provide deeper insights into two important guiding documents: Digital onboarding and biometrics and Digital identity and biometric authentication\, and will further discuss important considerations around biometric vulnerabilities. \nIt will address questions such as: \n\n What constraints need to apply where on-boarding platforms carry out a face biometric selfie match against an image the user captures from a printed photo on a document (like a driver licence photo)?\n What other safeguards should be in place for an on-boarding process?\n In Australia\, a government face verification service offers checking against a database of Australian face images. Is it a good concept that could be extended more widely\, are there other international examples\, and what might prevent this wider adoption?\n How can digital identities be used across a wide range of service delivery mechanisms? How does this intersect with the different capabilities of service channels to capture certain biometric information?\n To what extent do technical advances create risks for biometrics in digital identity? (For example widespread consumer availability of biometric tech may lead to easier data harvesting of face identities\, or deepfakes that make it easier to impersonate someone else when creating a digital identity)\n What challenges does interoperability present either for\, or that can be resolved with\, biometrics?\n\nWORKSHOP PRESENTER \n\nBrett Feldon is a Biometrics Institute Advisory Council member and is Head of the Biometrics Institute’s Digital Identity Expert Group (DIG). He was previously on the board of the Institute from November 2011 until March 2019 and is based in Sydney\, Australia. Brett’s professional experience includes management and oversight of deployments of voice biometrics solutions in Australia\, New Zealand\, Hong Kong and the US\, across a range of industries and government departments. The DIG has worked on a range of topics with regards to biometrics and digital identity and helped release the Digital Onboarding and Biometrics guiding paper in March 2021\, and the Digital Identity and Biometric Authentication paper in March 2023. \nWHO SHOULD ATTEND? \nEnd-users\, integrators\, application developers and others interested in digital identity. \nREGISTRATION FEES \nMembers: AU$590 incl. This satellite workshop will dive deeper into the topic of digital identity and biometrics. \nThe session will provide deeper insights into two important guiding documents: \n\n Digital onboarding and biometrics and\n Digital identity and biometric authentication\n\nIt will address questions such as: \nWhat constraints need to apply where on-boarding platforms carry out a face biometric selfie match against an image the user captures from a printed photo on a document (like a driver licence photo)? \nWhat other safeguards should be in place for an on-boarding process? \nIn the UK\, HMPO piloted a document checking service against its registered database of UK passport holders.  Is it a good concept that could be extended more widely\, are there other international examples\, and what might prevent this wider adoption? \nHow should we set up mechanisms to avoid conflicts of interest among organisations involved in Digital Identity ecosystems? For example\, should attribute providers/verifiers be independent of other organisations who provide Digital Trust Framework technology? ….. or who have a commercial interest in the transactions enabled through a particular operating framework? \nTo what extent do technical advances create risks for biometrics in digital identity? (For example widespread consumer availability of biometric tech may lead to easier data harvesting of face identities\, or deepfakes that make it easier to impersonate someone else when creating a digital identity) \nWhat challenges does interoperability present either for\, or that can be resolved with\, biometrics? \nWORKSHOP PRESENTER \n\nMartin George is a member of the Biometrics Institute Digital Identity Group and has many years’ experience in the biometrics industry. \n\nHe’s worked internationally in the technical and business development of voice\, face and iris biometrics\, across applications ranging from physical access control\, to defence force protection\, refugee management\, automated border control\, and smart phones. \nMore recently Martin has been focusing on issues relating to digital identity policies\, frameworks\, programmes and where they intersect with biometrics technologies. \nWHO SHOULD ATTEND? \nEnd-users\, integrators\, application developers and others interested in digital identity. \nREGISTRATION FEES \nMembers: GBP 350 (+ VAT@20%)\nNon-members: GBP 500 (+ VAT@20%)\nAcademic Subscriber GBP 50 (+ VAT@20%)\nAcademic Non-Subscriber GBP 100 (+ VAT@20%) \nIMPORTANT DISCLAIMER NOTIFICATION \nThe Biometrics Institute provides training and course material as a tool to help you conduct due diligence. Our online On the Pulse Conversations allow our members to connect globally and discuss important topics as and when the conversation is most needed. \nThis Conversation will be available on demand to all members. Members are invited to make a short submission to present a three-minute viewpoint on the theme at the start of the conversation. This is limited to a maximum of three viewpoints and requires a request to present. \nAI\, biometrics\, privacy and ethics – how to use the technology responsibly \nArtificial Intelligence (AI) is in the spotlight these days and it is critical to get ahead of some of the gaps in understanding (and misinformation) related to the ethical use of AI with respect to biometrics (“the automated recognition of individuals based on biological or behavioural characteristics” according to ISO). Education of decision-makers and ultimately the public is essential at this time.\nThere are different uses of AI for example emotion detection\, age estimation\, etc. This raises questions about what is and what isn’t biometrics. How can AI be used to enhance biometrics\, when ethically (and legally) applied\, and how can it potentially go “off the rails” (including without proper legal guardrails).\nIn this conversation the Biometrics Institute will look at key considerations for the responsible and ethical use of AI and biometrics and will look to the future to assess how perceptions of privacy may be changing and what this may mean for the responsible use of AI and biometrics. \nIn May the Institute released its updated version of the Biometrics Institute Privacy Guidelines including an updated list of potential future developments and a “Test your knowledge” section providing short simple scenarios to see how the principles act in practice. \nThe conversation shall address: \n\n What are the potential harms (i.e.\, what can go wrong) without sufficient guardrails?\n What are the biggest challenges for people’s privacy\, how have things changed in recent times?\n What should regulators and policy makers consider?\n The challenge of terminology: where do AI and biometrics intersect?\n The Privacy Guidelines\, how can they help?\n Some case studies\, what would you do?\n General comments and questions\, all you wanted to know.\n\nIt is recommended that participants read the Institute’s Privacy Guidelines and Ethical Principles in the lead-up to the event. \nModerator: Terry Aulich\, Head\, Privacy Expert Group (PEG)\, Biometrics Institute \nPanellists:   \n\n Brett Feldon\, Advisory Council Member\, Biometrics Institute\n Elizabeth Coombs\, Human Rights\, Privacy\, Governance & Regulation\, Lloyd and Coombs\n Beatriz Ruiz-Beato\, Biometrics Institute Privacy and Policy Expert Group Member\n Tuli Faas\, Biometrics Institute Privacy and Policy Expert Group Member URL:https://www.biometricsinstitute.org/event/on-the-pulse-conversation-biometrics-privacy-ethics/ LOCATION:Online\, and on demand CATEGORIES:Member Meetings,On Demand,Online Meetings END:VEVENT BEGIN:VEVENT DTSTART;TZID=Australia/Brisbane:20230628T120000 DTEND;TZID=Australia/Brisbane:20230628T130000 DTSTAMP:20250422T110454 CREATED:20230308T164107Z LAST-MODIFIED:20240603T114519Z UID:10000173-1687953600-1687957200@www.biometricsinstitute.org SUMMARY:On the Pulse Conversation: What are the predictions for the future of biometrics and how do we ensure responsible use? The pandemic has accelerated the need for secure digital transactions. Biometrics have an important role to play in providing convenience through seamless transactions and stronger security while ensuring data and privacy are protected. This event will provide an opportunity for our community to brainstorm what our world will look like in five to ten years’ time and how we need to be prepared for the opportunities and challenges that lie ahead to ensure the responsible\, ethical and effective use of biometrics. \nThe conversation will discuss some of the current trends as outlined in the Institute’ State of Biometrics Report. It will test some ideas with the attendees and experts and leave you walk away inspired about what lies ahead and how we can shape the future. It will cover questions such as: \n\n What do we see as key challenges and opportunities for the biometrics industry in the next 3\, 5 and 10 years?\n\n\n What geopolitical developments do we anticipate e.g. will the EU still exist? Will we see cross-border governance to achieve globally interoperable identity confirmation on-line and off?\n How is technology going to evolve – what about quantum computing and AI? Will interoperable foundational identity be created separate from functional\, remote on-boarding and authentication at high assurance levels\, contactless identification?\n Policy and legal – what laws will have passed and which ones may be needed? How will policy makers understand what ecosystems and guardrails must be in place that facilitate the provisioning of foundational identity and the functional use of same – across borders?\n Public perception of biometrics – what will it look like? How will we establish and demonstrate trust\, ease of use\, and utility?\n National and regional differences – will there be a divide between different countries/regions in the use of biometrics\, when it comes to aspects like privacy\, safe-guards etc?\n\n\n Are there ways to make the opportunities a reality (and how) and mitigate the challenges?\n What do you see as the role of the Biometrics Institute in shaping this future?\n\n\n\n\n  URL:https://www.biometricsinstitute.org/event/on-the-pulse-predictions-future/ LOCATION:Online\, and on demand CATEGORIES:Member Meetings,On Demand,Online Meetings END:VEVENT BEGIN:VEVENT DTSTART;VALUE=DATE:20230621 DTEND;VALUE=DATE:20230622 DTSTAMP:20250422T110454 CREATED:20221220T103142Z LAST-MODIFIED:20230620T213109Z UID:10000104-1687305600-1687391999@www.biometricsinstitute.org SUMMARY:US Discussion Day 2023 DESCRIPTION:DATE \n21 June 2023 \nTIME \n9:30 – 17:00 \nLOCATION \nMary Gates Center\, Alexandria near Washington DC\, US \nABOUT THE EVENT \nAs biometric technology continues to improve and take up increases\, we need to discuss how the human and the machine can work in partnership to optimise synergy. DESCRIPTION:On the Pulse Conversation: What do you need to know about biometric authentication?  \nDURATION\n60 minutes \nMEETING OUTLINE\nThe Biometrics Institute aims to deliver content to its members in a timely and concise format. \nWhat do you need to know about biometric authentication and digital identity? How do you know it is the right person using a digital identity?\nGovernments have been developing plans for digital identity as a way to regularise delivery of citizen services by digital means with potential extension to uses in the commercial sector. Commercially developed access mechanisms are also in regular consumer use to ensure that the right person is granted access to services. External factors like the pandemic have accelerated adoption of digital identities. \nIn many use cases\, biometric technology can be used to ascertain that an interaction is with the right person. It should be considered in the context of the classic three pillars of identity verification: ‘something you have’\, ‘something you know’\, and ‘something you are’. \nAuthentication challenges that biometrics can help to resolve: \n\n Identity theft\, in which an attempt is made to create a new digital identity using someone else’s real-world identity but is countered by processes in the Institute’s Digital Onboarding and Biometrics\n Account takeover by a bad actor attempting to take control of an existing digital identity but is countered by strong authentication processes that protect an already established account\n Account recovery which allows a defrauded person to re-take control of their account\, and where the process cannot rely upon authentication mechanisms usually used. In some cases\, the recovery may in effect be a re-onboarding\, where the Institute’s onboarding guidance may be helpful.\n\nThe Biometrics Institute is going to launch its latest guiding paper Digital Identity and Biometric Authentication with recommended good practices for the use of biometrics in authenticating existing digital identities. It follows on from the considerations presented in the Digital Onboarding and Biometrics paper from 2021.
